When Iraqi and Afghan terrorists have done this to American soldiers, the world's reaction was condemnatory and just. With today's Americans against Americans street warfare, headlines scream that "at least he isn't dead" along with other trivializing spin and excuse making.
The purpose of "flash" bombs is to create fear and panic (shock and awe) in the "enemy."

From the Desk of a Community Minister: I don’t for one moment honestly believe anyone who is paying attention can fail to grasp the message in the Occupy Wall Street movement. There may be an absence of identifiable leadership in terms of a charismatic speaker addressing a million people massed at the steps of the Lincoln memorial, but that can’t be confused with the lack of a coherent message.
