U.S. Rep. Alan Grayson introduced a House bill that would restore voting rights to people convicted of most felonies, calling it "the civil rights cause of the 21st century."

About 1.5 million Floridians, one in ten overall and one in four African Americans, are unable to vote because of a past conviction, Grayson said, the most in the United States. Overall, 5.8 million people nationwide are banned from voting.

"This punishment is a legacy from less civilized times," Grayson said in a conference call Thursday. "Only in Kentucky and Iowa [also] are you permanently disenfranchised for a felony conviction, one that could be as simple as pot in your pocket." ...

Commit any felony in Florida and you lose your right to vote for life — unless the governor and the clemency board agree to give that right back to you.

The result: more than 1.6 million Floridians — about 9 percent — cannot vote, hold office or serve on a jury, according to The Sentencing Project, a prison-reform group. In most states, the percentage is less than 2.
